NOTICE ABOUT EXTERNAL WORKING JOBS OF WOOD AND PRIMARY STEEL AND ALUMINUM ALLOY COMPONENTS

Purpose and Scope

Article 1 - (1) The purpose of this Communiqué; the nature of the work or the environment due to the environmental characteristics of the workplace to be done on the external facade of the building and the workers are required to fall from the height of the construction of buildings on the facades of the building; detail drawings of façade scaffolding including wall, plaster, heat-sound-water insulation, coating, painting, assembly works, restoration, demolition-dismantling and similar construction works and pre-made steel and aluminum alloy components used for repair and strengthening works. to regulate the procedures and principles regarding the submission of the license to the administration within the scope of static projects.

(2) This Communiqué covers the façade scaffolding in the building constructions subject to construction permits according to the Zoning Law dated 31.07.1985 and numbered 3194.

Article 2 - (1) This Communiqué; Article 22 of the Zoning Law, Article 2 of the Decree Law No. 644 on the Organization and Duties of the Ministry of Environment and Urbanization, dated 29/6/2011, stipulates the Planned Areas Type Reconstruction Regulation published in the Official Gazette no. General Principles

Article 3 - (1) In works and structures subject to license; external scaffolding of wooden and pre-made steel and aluminum alloy components to be used on the exterior facades of building constructions; detailed drawings about performance and design requirements calculations and structural arrangements and connection points required for horizontal and vertical life lines are made by the relevant project author. The account and detail drawings related to the external scaffolding shall be submitted to the relevant administration within the scope of the static project within the annex of the application petition attached to the application form to be obtained by the building owner or by the legal representatives. 

(2) In the projected exterior scaffolding; Occupational Health and Safety Law No. 6331 dated 20/6/2012 and the Official Gazette dated 5/10/2013 and numbered 28786 provide the minimum conditions laid down in the Occupational Health and Safety Regulation and other regulations and standards. General explanations and explanations for the design and application rules of scaffolding are given in Annex-1 and Annex-2. 

(3) In case of request and declaration that the configurations with TSE certificate will be used by the Contractor, the account and detail drawings made by the manufacturer may be accepted within the scope of the static project, provided that the appropriate author of the project is obtained. However, this does not remove the responsibility of the contractor and the project author. 

(4) All stages of work scaffolds, including accounts, projects, applications, dismantling and inspection, shall be subject to the Construction Law and Law No. 4708 on Building Inspection dated 29/6/2001. 

(5) Facade scaffolds are established and disassembled in accordance with the project and material requirements under the supervision, supervision and supervision of the responsible technical personnel in accordance with the Law on Occupational Health and Safety, Development Law and Building Inspection.

(6) Scaffolding to be constructed according to the height of the pier exceeds 13.50 m.
